Duty
What each origin pays, year by year.
HS 6201.40, a woven jacket: 12% into the EU from a country without an agreement. Under EU–Andean it is zero from the start; under EU–Mercosur it falls in ten equal steps. The right column is this year's duty on a $100,000 order.

Proof of origin
The paper that earns the rate.
The rate only applies if the goods qualify and the proof travels with them. Merco asks for the right one on every order, from the agreement its origin falls under.
